- Estimation (SID 1.2) and Testing (SID 1.3)
- Consistently flagged as BAD due to underestimated initial budgets or cost escalations during execution.
- Control System (SID 3)
- Also marked BAD, indicating hidden complexities or underaccounted issues that are inflating costs.
- Additional Cost Drivers
- Labor hour overruns (i.e., consuming more hours than planned) further amplify the budget overrun.
